BACKGROUND

Minnesota Transportation Museum (MTM) was initially founded in 1963 to preserve and restore a wooden streetcar. MTM is headquartered at the Jackson Street Roundhous, a 1907 roundhouse built by the "Empire Builder," James J. Hill. The roundhouse originally was part of a large shop complex built in the 1880s. Located near downtown St. Paul northeast of the State Capitol, the complex had been sold by the Great Northern (GN) in 1960. The roundhouse was partially repurposed as a warehouse/industrial building, all the tracks wer removed, and an addition was built where the turntable used to be. Today, twenty of the twenty-five original stalls of the roundhouse remain. The museum today houses a full museum of rolling stock, the roundhouse turntable, a historic steam engine, exhibits and programming space.

This project is funded through a FastTrack grant by the Minnesota Arts and Cultural Heritage Fund.

PROJECT

​MTM seeks to develop a comprehensive, three-year Education Plan that will describe the museum's plans to develop its curriculum and education programs to better serve the public audience.

WORK PLAN

Step 1: Review the Market, Review the Standards

Review the top six existing competitive programs within the metro, as well as three to five exemplary programs in other locales, and explore collaborations with area organizations. Review and identify the relevant state standards in Social Studies and other relevant subject areas (STEM, Science, Math, etc.). As part of the market review, visit other comparable and relevant sites and museums within the Twin Cities metro. Identify potential future partnerships at complementary museums/organizations.

Step 2: Review the Audience

Identify the likely core audiences for MTM programs, with special attention to local schools, families, and the general public. Describe the different needs, interests, capabilities, and likely demand of families, school-age children, young adults, adults, and seniors. Reach out to parent-teacher organizations, teachers, and students and learn what community events and programs they are looking for.

Step 3: Develop Program Ideas

Develop at least three program ideas for each of the following audiences: families, school-age children, young adults, adults, and seniors. For all proposed programs, the plan will identify the likely attendees, the objectives, the activity/event/instruction, the time needed, the location, the types of materials needed, the staffing needed, the outcomes, and the estimated costs and revenue of the program.

Step 4: Prioritize Program Development

The plan will outline the museum's education programs for the next three years. Propose three to five core education programs that culd be initiated with the Phase I opening, prioritizing audience smost crucial for the maintenance of a healthy membership base (adult, family, and volunteer). It will propose classroom-based programs, prioritizing programs that promote a healthy financial stream, as well as two to four outreach programs supportive of MTM's mission of promoting community and accessibility, with recommended timelines for implementation.

Step 5: Submit and Approve Plan

Submit a draft of the plan at 75% completion to be submitted for MNHS grants office review. The draft is due April 12, 2018. The final report is due June 1, 2018.

DELIVERABLES

A written plan, summarizing the research and proposed educational programming.

PROPOSALS SHOULD INCLUDE

- Work plan and schedule. The project needs to be completed by June 1, 2018. A draft of the plan at 75% completion should be completed by April 12, 2018. Responses to the draft should be incorporated in the final plan.

- Description of qualifications, history, and experience with similar projects.

- Fees.

EVALUATION CRITERIA

Submissions will be evaluated using the following criteria. Please address all the criteria in your bid.

- Experience with written education plans, including market and audience research.

- And understanding of the complexities of the work to be undertaken.

- Capacity to do the work on the proposed schedule.

- Cost of the work (not primary)
